MEET THE OIE TEAM

The Office of Institutional Effectiveness at Tallahassee State College plays a vital role in advancing the College’s mission through data-informed decision-making and continuous improvement. The office supports accreditation, strategic planning, and assessment of academic programs and administrative units. By collecting, analyzing, and sharing institutional data, the team helps guide policies, improve student success, and ensure accountability. Additionally, the office collaborates with faculty, staff, and leadership to strengthen outcomes assessment and promote a culture of evidence. Through these efforts, Institutional Effectiveness ensures that the College remains responsive, transparent, and committed to excellence in serving students and the community.

Meet the Team

Dr. Steve Nettles, Vice President of Institutional Effectiveness

Dr. Nettles has over 25 years of leadership in institutional effectiveness, accreditation, strategic planning, and educational research, serving the College since September 2025. In this role he provides executive leadership for institutional effectiveness, including assessment, accreditation, strategic planning, and data analytics, ensuring alignment between institutional goals, performance outcomes, and continuous improvement efforts.

He most recently served as Director of Institutional Effectiveness at Kansas City Kansas Community College, where he led strategic planning, institutional research, and accreditation support initiatives to enhance student achievement. Previously, Dr. Nettles was Vice President of Institutional Effectiveness at the University of Arizona Global Campus, overseeing quality improvement, accreditation, and data-driven strategies that advanced institutional performance. Further, Dr. Nettles has an extensive record of national and international consulting engagements focusing on educational performance and policy.

Dr. Nettles holds a Ph.D. in Educational Leadership and Administration from Florida State University and is a graduate of the Institute for Education Management at Harvard University, along with multiple academic credentials in education policy and leadership. His career has been distinguished by his ability to align institutional strategy with student success, foster operational efficiency, and build collaborative solutions that strengthen colleges and universities.

Dr. Merve Pamuk Quick, Director of Institutional Research and Planning

Merve supports the Office of Institutional Effectiveness by leading efforts related to institutional research, planning, reporting, compliance, and continuous improvement. She joined the College in 2026 and currently serves as Director of Institutional Research and Planning.

With more than four years of experience in education policy, accountability reporting, and program improvement, Merve has worked with secondary and postsecondary institutions to support data-informed decision-making, strengthen reporting practices, and promote compliance. Her work has included leading reporting initiatives, supporting dashboard development, and helping organizations use data to guide planning and continuous improvement.

Merve holds a Ph.D. in Social Science Education from Florida State University. She is committed to fostering a culture of evidence, transparency, and continuous improvement across the institution.

Sherri Winsett, Director of Assessment and Accreditation

Sherri supports the Office of Institutional Effectiveness by leading efforts related to assessment, accreditation, and continuous improvement. She joined the College in 2024 and currently serves as the Director for Assessment and Accreditation.

With two years of experience in higher education assessment and accreditation, Sherri has worked closely with academic, administrative, and student support units to support outcomes assessment, data-informed decision-making, and accreditation readiness. She has contributed to key initiatives such as SACSCOC accreditation, preparation for the next accreditation cycle, program review, and quality improvement projects such as academic program assessment, helping ensure institutional effectiveness and compliance.

Sherri holds two bachelor’s degrees from Florida State University in English Literature and English Education, and a Master’s in Education in educational leadership from American College of Education. Sherri is a member of the President’s Leadership Institute Cohort #6. She is committed to fostering a culture of evidence, transparency, and continuous improvement across the institution.

Kara Hash, Business Analyst (State Reporting)

Kara supports the Office of Institutional Effectiveness through her work with Tallahassee State College’s K12 school district. She joined the College in 2023 as an Information Specialist in the Admissions and Records department and currently serves as the Business Analyst for K12 State Reporting.

While this is Kara’s first time working for higher education, she has extensive experience with reporting, quality analytics, and process improvement.  She has specialized in software support throughout her career, beginning in banking and insurance software support over 30 years ago.  Her experience has enabled her to assist in the creation of Tallahassee State College’s K12 school district, and she has helped improve processes and ensured institutional effectiveness and compliance with FLDOE for both of the schools she currently supports.

Kara expects to graduate with a bachelor’s degree from Tallahassee State College in the spring of 2027 and is contemplating pursuing a master’s degree. She is committed to fostering a culture of transparency, innovation, and continuous improvement across the institution.

Sawyer House, Research Analyst

Sawyer supports the Office of Institutional Effectiveness by leading efforts related to institutional research, planning, and continuous improvement.

With more than 7 years of experience in K-12 private education assessment and accreditation, and nearly 3 years of experience serving as the State Data Coordinator for Florida's Division of Libraries, Sawyer has worked closely with academic, administrative, and student support units to support outcomes assessment, data-informed decision-making, and accreditation readiness. He has contributed to key initiatives such as program review, strategic planning, and process improvement projects, helping ensure institutional effectiveness and compliance.

Sawyer holds a Master of Education in Educational Leadership from the University of South Alabama and is currently pursuing a Master of Science in Business Analytics from the University of Florida. He is committed to using data as a tool for meaningful, transparent decision-making that drives continuous improvement across the institution and supports student successes.

Dr. Mark Watford, Research Analyst 

Mark supports the Office of Institutional Effectiveness by leading efforts related to institutional research, planning, compliance, and continuous improvement. He joined the college in 2022 as an adjunct mathematics instructor and currently serves as a research analyst.

With more than 10 years of experience in higher education, Mark has worked both as an instructor and as a researcher specializing in undergraduate mathematics education. In his current capacity, Mark guides stakeholders across the college in accessing, analyzing, and interpreting data and supports student success by making data-informed decisions.

Mark holds a Ph.D. in Mathematics Education from Florida State University, and an M.A.T. in Mathematics Education from the University of Georgia. He is committed to fostering a culture of evidence, transparency, and continuous improvement across the institution.

Dr. Tsung-Yuan Lin, Data Analyst

Tsung-Yuan Lin, serves as a Research and Business Analyst in the Office of Institutional Effectiveness. Since joining the College in 2018, Tsung has played a key role in the development and implementation of Workday Student, contributing from its initial build through ongoing enhancements and support. He has also extended his expertise to support Workday Financial Services operations.

In his current role, he collaborates closely with the Institutional Research (IR) team to configure and leverage sophisticated Workday reporting tools. His analysis supports critical institutional initiatives, including assessment, accreditation, continuous quality improvement, strategic planning, and regulatory compliance. Dr. Lin is deeply committed to fostering an institutional culture of evidence-based practice, transparency, and data-informed decision-making.

He holds a Ph.D. in Education and a Master of Science in Management Information Systems from Florida State University, as well as a Master’s degree in Linguistics from Syracuse University.
